Turkish Citizenship through Fund Investment

What is the fund route?

Türkiye grants citizenship to foreign investors who invest at least USD 500,000 in units of a real estate investment fund (REIF) or venture capital fund (VC) and commit to hold them for three years.

The legal basis is Article 20 of the Regulation on the Implementation of the Turkish Citizenship Law No. 5901. Citizenship is granted by Presidential decision. For the fund route, the Capital Markets Board of Türkiye (CMB / SPK) issues the Certificate of Conformity that confirms your investment meets the requirements. Fund or property: two ways to the same passport

Both routes lead to Turkish citizenship. The right one depends on how you want to hold your investment.

Our team has been involved in more than 500 citizenship applications through real estate and more than 10 through the fund route. The fund route is a relatively new structure in Türkiye.

Eligible funds

Only real estate investment funds (GYF / PGYF) and venture capital investment funds (GSYF) qualify. Equity, money market, gold and bond funds do not.

TEFAS is Türkiye's official fund trading platform, operated by Takasbank. Once you choose a fund, we share that fund's issuance document and subscription agreement with you.

The process, step by step

The process has two stages: the investment stage, handled by FT Portföy, and the citizenship stage, handled by your lawyer. Fund subscriptions are processed once a month, between the 1st and the 7th, so all preparation is completed before that date.

Stage 1 – Investment (FT Portföy)

  1. Choose your fund and review its issuance document and subscription agreement.
  2. Sign remotely the fund documents; we pass your passport details to the bank so your account opening is prepared in advance.
  3. Notary: obtain your tax number and sign two powers of attorney, in Türkiye or abroad through your lawyer.
  4. Bank and custody accounts are opened in your name, in person or through your attorney.
  5. Currency conversion through the foreign exchange purchase certificate (DAB) procedure.
  6. Fund subscription: units are credited to your custody account and blocked for 3 years.
  7. Certificate of Conformity: we apply to the CMB; it typically reaches your lawyer within 15 days.

Stage 2 – Citizenship (your lawyer)

  1. Investor residence permit, with biometrics for the applicant and spouse.
  2. Citizenship application to the Provincial Directorate of Population and Citizenship.
  3. Security review and approval by the authorities.
  4. Turkish ID cards and passports for the family.

Documents you will need

For the investment stage, we only need your passport, a utility bill in your name and a power of attorney.

For the citizenship application, your lawyer will typically request, for each family member:

Foreign documents must be apostilled, or legalised through the Turkish consulate in countries outside the Hague Convention. The final list is confirmed by your lawyer.

Frequently asked questions

Do I need to travel to Türkiye?

Not necessarily. Most steps can be completed through a power of attorney granted to your lawyer, and your bank account can be opened remotely. Travelling to Türkiye usually makes the process faster. Your lawyer will advise whether a visit is needed for residence permit biometrics.

Can my family be included?

Yes. The main applicant, their spouse and children under 18 can be included in the same application. Adult children need a separate investment.

How long does it take?

Typically 3–6 months in total, depending on the authorities.

Who issues the Certificate of Conformity?

For the fund route, the Capital Markets Board of Türkiye (CMB / SPK). We apply on your behalf.

Can I follow the value of my investment?

Yes. You can follow the daily value of your fund units in your custody account throughout the holding period.

Do I have to live in Türkiye?

No. There is no residence requirement, language test or minimum stay, apart from the biometrics visit at the residence permit stage if required.

My country does not allow dual citizenship. What are my options?

The fund route first grants a residence permit, followed by citizenship. You may choose to remain at the residence permit stage. A residence-only option is also available through a residential property purchase of at least USD 200,000. Contact us to discuss your situation.

Can I invest without applying for citizenship?

Yes. Investors who do not seek citizenship can invest in the same funds from USD 100,000.
